Yes, eligible characters from both factions may be required because the meta-achievement includes faction-specific Battle for Azeroth stories and War Campaign achievements.
Alliance requirements are completed through Kul Tiras and the Alliance War Campaign, while Horde requirements are completed through Zandalar and the Horde War Campaign.
If a suitable character is missing, additional character preparation or leveling may be required and should be confirmed before the service begins.

After full completion, Ironclad Frostclaw and Bloodflank Charger are added to your mount collection for use by eligible characters of their corresponding factions.
